Taipei City’s Centralized Payment Operation Is on Its Way to a Paperless Future

In order to promote overall efficiency of payment operations, the Taipei City Government (TCG) has launched the centralized payment operation since October, 1972.To ensure payees receive accounts payable from agencies and schools faster and more safely, The TCG further lifted the limit on the amount of treasury electronic payment (e-payment) on November 3rd, 2015. The agencies and schools are allowed to make payments by reporting e-payment documents to the Department of Finance (DoF), and the hard copies of payment vouchers are no need to be submitted. Taipei City's centralized payment operation is on its way to a paperless future officially.

 

According to the 7th point of the Taipei City's Centralized Payment Operation Procedure, the DoF should establish the e-payment limit. The payment vouchers of the transactions with the amount exceeding the limit should be submitted in hard copy in addition to the e-payment documents. The original e-payment limit set on August, 2006 was NT$ 100,000. The DoF has increased the limit for three times, and it has remained NT$ 1,000,000 since March, 2012. The DoF reports that the limit is lifted due to the stability and success of payment operations.

 

DOF also noted that it is estimated around 25,000 payment vouchers (10% of total amount) will be saved from delivery each year after lifting the limit. The policy will effectively reduce the time for agencies and schools to mail hard copy documents, allowing payees to collect accounts receivable at least half day earlier. In combination of the new e-payment operation and the e-mail remittance notification service, payees of agencies and schools in Taipei City will enjoy a streamlined and citizen-friendly electronic payment system.
