Taipei City Actively Promotes Green Energy Circular Park, Demonstrating Commitment to a Sustainable Urban Future
To further its vision of building a sustainable city, the Taipei City Government, led by Secretary-General Lee Tai-Hsing and accompanied by Director-General of the Department of Finance Hu Hsiao-Lan, along with heads and deputy heads from 14 related departments, visited Yilan on July 16 to tour the Qingshui Geothermal Park—the only site in Taiwan that integrates geothermal power generation, tourism, and education. Acting Yilan County Magistrate Lin Mao-Sheng warmly welcomed the delegation. Both parties engaged in in-depth discussions on environmental sustainability, tourism promotion, and educational collaboration, expressing hope for greater cross-sector cooperation in advancing the transition to green energy in urban development. Secretary-General Lee stated that the visit to Qingshui Geothermal Park—Yilan’s first PPP energy project implemented through a BOT + ROT model—closely aligns with Taipei City’s vision for its own upcoming “Green Energy Circulation Center BOT Project.” This occasion also marked the first time the Taipei City Government’s PPP Promotion Committee held a meeting outside the city. In addition to committee members, department heads directly responsible for PPP projects were invited to attend in person. This level of participation reflects the city's high-level commitment to cross-departmental integration and to developing more high-quality, citizen-oriented PPP projects. Secretary-General Lee further emphasized that public infrastructure should go beyond physical investment to become a platform for sustainability, education, and culture. Taipei’s planned Green Energy Circulation Center BOT project aims for “zero waste through full-cycle management,” aligning with the United Nations Sustainable Development Goals (SDGs) and ESG principles. By learning from Yilan’s successful geothermal model, Taipei hopes to incorporate private-sector innovation to build a new eco-friendly, educational, and tourism-oriented landmark in green energy. Director-General Hu highlighted Taipei’s outstanding achievements in PPP investment promotion. In 2024, the city completed 15 PPP cases, attracting nearly NT$20 billion in private investment. At the Ministry of Finance’s PPP Investment Convention on July 4, Taipei ranked first in the PPP category and second in the private participation category, winning the Excellence Award for the second consecutive year. Looking ahead to 2025, Taipei aims to continue exceeding NT$10 billion in annual private investment, while promoting public projects that are "people-centered" and meet citizens' real needs. One of the upcoming highlights is the “Xiushan Long-Term Care BOT Project,” Taipei’s first PPP project in long-term care. It will provide over 400 beds and daycare services, allowing senior citizens to age with peace of mind in Taipei. Director-General Hu emphasized that under the leadership of Mayor Chiang Wan-An, the Taipei team is integrating urban innovation with local resources, promoting PPP projects with a people-first mindset. The city will continue developing public infrastructure that carries educational and environmental value—progressing toward becoming a livable, learnable, and visitable future capital.
