Secretary-General Li of the Taipei City Government led a delegation including Director Hu from the Department of Finance and Director Wang from the Department of Information and Tourism to visit Secretary-General Huang of the Taichung City Government on August 1st. Both sides exchanged views on topics such as long-term healthcare, green energy and environmental protection, and cultural industry development. They also took this opportunity to invite the Taichung City Government to form a team and register for the 2025 World Masters Games, aiming to experience the beauty of the twin cities through sports.
Secretary-General Li stated that Taipei City attracted NT$27 billion in private investment in the fiscal year 2023, leading all local governments nationwide, and received the Ministry of Finance's Excellence in Investment Attraction Award in the category of participatory budgeting. As of July 2024, Taipei City Government has been approved for over NT$19.4 billion in private investments by the Ministry of Finance. To encourage colleagues in the city government to continue actively promoting participatory budgeting and investment attraction, they visited the Taichung City Government. The purpose was to learn from successful investment experiences such as the Taichung Municipal General Rehabilitation Hospital for the Elderly and the Taichung Municipal Comprehensive Long-term Care Institution, which will serve as references for Taipei City Government's upcoming "Construction and Operation Transfer (BOT) Project of XiuShan Long-Term Care Park Development in Taipei City."
Director Hu of the Department of Finance stated that Taipei City and Taichung City both received outstanding ratings in the Ministry of Finance's participatory budgeting assessment for the fiscal year 2023. They are vigorously promoting resource conservation, accelerating public construction projects. In 2023, Taipei City repaid NT$9.2 billion in debt, ranking first among the six municipalities. In order to achieve the 2050 goal of net-zero carbon emissions, Taipei City Government has also begun planning the "Taipei City Green Energy Recycling Park Construction and Operation Transfer Project," aiming to exchange experiences in green energy generation through this visit to Taichung's Green Energy Ecological Park.
The Department of Finance concluded by stating that this official exchange with the Taichung City Government agencies was highly beneficial, and yielded fruitful gains for participating colleagues. They hope that through this cross-agency visit, both parties can promote mutual progress and cooperation across various initiatives. In the future, under Mayor Chiang's leadership, Taipei City will continue to implement local participatory budgeting initiatives from a macro-industrial environment perspective, driving overall economic development and striving to build Taipei City into a city of the future.
