The Department of Finance (DOF), Taipei City Government (TCG) and the creation of superficies holder, Nan Shan Life Insurance Co., Ltd. (Nan Shan Life), formed a joint team, with Nan Shan Life representing the application for the "2024 Urban Renewal and Reconstruction of Urban Unsafe and Old Buildings Team Award " organized by Wealth Magazine. They received the award in the category of Reconstruction of Urban Unsafe and Old Buildings. On September 21, 2024, Director Hsiao-Lan Hu and Vice President Ding-Jie Lin of Nan Shan Life attended the award ceremony together to share in the honor.
The Urban Renewal and Reconstruction of Urban Unsafe and Old Buildings Team Award is the first professional award in Taiwan specifically aimed at evaluating urban renewal and reconstruction of urban unsafe and old buildings teams. In the category of reconstruction of urban unsafe and old buildings, the Financial Department is the only government agency to receive the award, symbolizing Taipei City's commitment to collaborating with private teams to promote reconstruction of urban unsafe and old buildings.
DOF stated that the A26 site was formerly the location of the Xinyi District Administrative Center. The building was identified as a "sea sand house" made with high-chloride concrete, which meets the criteria for dangerous buildings. By the creation of superficies for development and operation, the project aims to continue providing commercial and office spaces.
On December 18, 2019,the TCG signed the creation of superficies contract with Nan Shan Life for the old site of the Xinyi District Administrative Center (A26). The land was handed over to Nan Shan Life on December 20, 2022. Nan Shan Life obtained a construction license on September 27, 2022, and plans to use waste reduction and recycling methods for sustainable environmental protection in the demolition process. The project will construct a 30-story commercial office building with 3 basement floors, with completion expected in 2027.
Director Hsiao-Lan Hu of DOF stated that this project is the first case in TCG that combines Reconstruction of Urban Unsafe and Old Buildings with the creation of superficies for development. It aligns with the city's proactive promotion of the "Sustainable and Inclusive, Hopeful Capital" policy, supporting energy conservation, carbon reduction, and net-zero emission goals. The planning and design will incorporate a Gold-level Green Building Certification, Silver-level Smart Building Certification, and Earthquake Resistance Certification. This collaboration between public and private sectors aims to continue creating a comfortable green network in Xinyi Plaza, providing high-quality office spaces for businesses in Taipei City, stimulating regional development, and increasing job opportunities.
